Location: Hybrid – ACT (Routine attendance at the client's office in Forrest, ACT. Candidates outside ACT and surrounds will not be considered)

Contract Length: Initial contract until 30 June 2027 (~8 months), with multiple extension options available (up to a maximum aggregate of 18 further months)

About the Role

Our client, a prominent federal government department, is seeking a Lead Technical Business Analyst (EL1 equivalent) to support their critical Identity and Access Management Modernisation (IAMM) project. This initiative will transition the organization from legacy identity arrangements (MIM and AD FS) to a modern, cloud-ready architecture centered on Microsoft Entra ID as the primary identity platform.

Working collaboratively within a blended multidisciplinary team of internal staff, architecture and cyber specialists, and delivery partners, you will lead discovery and analysis efforts. You will play a vital role in automating Joiner-Mover-Leaver processes, strengthening cyber security through Zero Trust principles, and modernizing identity governance.

Key Responsibilities

  • Plan, facilitate, and document discovery sessions and workshops across business, technical, security, architecture, and operational stakeholders.

  • Elicit, analyze, document, and manage comprehensive business, user, functional, non-functional, security, and operational requirements.

  • Document current-state and future-state identity lifecycles, including access requests, approvals, provisioning, deprovisioning, and exception processes.

  • Develop robust analysis artifacts: process maps, business rules, user stories, use cases, acceptance criteria, and requirements traceability matrixes.

  • Support the development of the Identity Data Contract, identifying identity types, authoritative sources (e.g., SAP HR), required attributes, and data flows.

  • Translate business requirements into clear, actionable technical specifications for solution architects, engineers, testers, and cyber security teams.

  • Identify control gaps, manual activities, and duplicated processes to champion opportunities for automation and standardization.

  • Support test planning, User Acceptance Testing (UAT), business readiness, communications, training, and operational handover.

Skills & Experience

  • Business Analysis Expertise: Minimum 5 years of technical business analysis experience within government or a similarly complex organization.

  • Requirements & Elicitation: Demonstrated track record of facilitating discovery workshops and producing comprehensive process models, user stories, and acceptance criteria for complex ICT initiatives.

  • Domain Knowledge: Proven ability to analyze identity or workforce data flows, system integrations, authoritative sources, dependencies, and operational impacts.

  • Stakeholder Engagement: Exceptional capability to translate business needs into technical requirements while partnering effectively with technical SMEs and senior business stakeholders.

  • Desirable Experience: Background in business architecture or service design, relevant BA certifications, and experience supporting identity/access management or enterprise modernization programs. Familiarity with Commonwealth security, privacy, and governance standards is highly regarded.

  • Must-Haves: Ability to obtain and maintain a Baseline Security Clearance. Candidates must also formally declare any potential conflicts of interest.
